
(As amended, #5, by the unanimous vote of the SCKCB membership during the April, 2008 meeting).
Note: The following are meant to be guidelines, not inflexible laws or policies. The SCKCB Grant Oversight Committee has authority to make exceptions when deemed necessary and/or appropriate.
1) Only SCKCB members in good standing for a minimum of one full year are eligible for a SCKCB Grant; other ACB, or KCB members or non-members are not eligible.
2) Only one grant per family or household may be applied for at a time.
3) No family or household shall receive a grant in two consecutive years
4) All SCKCB Grant applicants must complete a SCKCB Grant Application and submit it to the SCKCB Grant Oversight Committee on or before the stated deadline dates.
5) The SCKCB Grant Oversight Committee will accept receipt of grant Applications the first two months of each quarter toward the objective of announcing all funded applications by the first of the subsequent quarter. For example, applications will be accepted for consideration from January 1 through the end of February. This gives the SCKCB Grant Oversight Committee the remaining month of the quarter, in this case, March, to meet and deliberate over the applications. The decision to fund all, none, or any combination of the applications will be announced at the beginning of the subsequent quarter; in this example, it would be at the beginning of April. An application received after the end of the second month of the quarter will be considered for the subsequent quarter.
6) All grants must be specifically for the acquisition of some type of accessible or blind-orientated product or service or a device that will make a blind person's life better as a blind person
7) All Individuals benefiting from a SCKCB Grant must be legally blind.
8) There will be no "income test" to be considered eligible or to receive a SCKCB Grant.
9) The SCKCB Grant Oversight Committee shall be comprised of two SCKCB members in good standing and one external, or non-member, from the Greater Bowling Green community.
10) Members of the SCKCB Grant Oversight Committee are not eligible to apply for SCKCB Grants as long as he/she serves on the committee.
11) All members of the SCKCB Grant Committee shall be appointed by the SCKCB President with the advice and consent of the SCKCB Executive Committee.
12) All SCKCB Grants shall be "matching" grants. That is, SCKCB Grants shall not exceed 50% of the total acquisition cost for the product or service to be purchased by the recipient of the grant. The remaining 50%, or more, must be obtained from another source, e.g. personal funds, loans, another grant, or some combination of such sources.
13) Before any grant funds are actually dispersed by the SCKCB, proof or evidence of the acquisition of such additional needed matching funds must be presented to the SCKCB Grant Oversight Committee.
14) After the acquisition of the product or service, proof or evidence of the purchase must be presented to the SCKCB Grant Oversight Committee for its records.
15) All recipients of SCKCB Grants are required to actually demonstrate the purchased item to a meeting of the SCKCB membership or describe the device or service, including how well it works, its usefulness to a blind person, whether he/she would recommend it to other members, etc., to a meeting of the SCKCB membership.
